What about governments around the world giving billions in armaments and money to the Ukraine war effort? Of course, all without consulting their citizens.
That is a very good point especially since they are aiding and abetting war crimes.
As far as I am aware, most Western wars, regime change wars are carried out without consulting we citizens, taxpayers. Millions of people protested on the streets of London against commencing a war of aggression against Iraq. Did they listen? No. They went ahead with their evil plans to bomb the hell out of Iraq based on blatant lies and fabrication of WMDs which did not exist.
The only time I am aware that "intervention" in the form of bombing Syria after they accused Assad of using chemical weapons (when it was Western-backed 'rebels') was stopped, albeit temporarily, was when there was a vote in the UK Parliament on the 29th of August, 2013 which the Cameron government lost. Myself and many others wrote to our MPs laying out the reasons why bombing Syria should be stopped. Following that vote, I felt a huge relief in a form of elation which I had not exactly felt before.
Tragically the vote not to bomb Syria was only a momentary pause. The regime change war in Syria was a set plan and it pressed forward based on propaganda and lies βΒ the template for most all military industrial complex wars.
