It is uplifting to see more information being revealed about the little ULEZ dictator who has been the Mayor of London for far too long.

A scientist who “independently peer reviewed” a paper used to justify the Ulez expansion is a member of a group that has received funding from the Mayor’s office.

Dr Gary Fuller, a senior lecturer at Imperial College London, served as the sole reviewer of a study that found that the controversial clean air scheme had “dramatically” reduced pollution in London.

The study was hailed as a “landmark report” by Sadiq Khan when it was published in February, and used to support the expansion of the scheme from August 29 to cover all London’s 32 boroughs. “Ulez works. This is beyond dispute,” the Mayor announced at the time.

In the report, it is stated that the work has been subject to “independent peer review”, a claim repeated by City Hall which said the study had been “peer reviewed”.

According to guidelines used by UK Research and Innovation, the Government’s innovation agency, peer reviewers must be impartial and avoid financial conflicts of interest. Usually, a piece will be reviewed by more than one person.

Dr Fuller is a member of the Environmental Research Group at Imperial, which was awarded £891,992 between 2021 and 2023 by City Hall.

Dr Fuller also writes The Guardian’s regular Pollution Watch column and in 2021 argued that introducing low-emission charge zones like London’s in Bath and Birmingham was “now needed more urgently than before”, in an article headlined “Ignore the naysayers – low emission zones do work”.

Dr Fuller was also chosen to approve the Ulez study despite the research citing his own report into pollution, published in 2016.

It comes as City Hall faces mounting questions about its approach to the scientific research used to justify the Mayor’s controversial £12.50 daily charge zone. The Telegraph has previously revealed that Mr Khan’s deputy tried to discredit scientists who questioned the effectiveness of the scheme.

The report, which The Telegraph understands was written by TfL and City Hall officials, thanks Dr Fuller for “kindly” providing “peer review support and comments on this methodology”.

When the study was published earlier this year Dr Fuller said: “Scientists at Imperial College London worked alongside the Mayor’s team on the evidence base for the Ulez design and to assess how well it is working.”

The report found that air quality in inner London had become “substantially cleaner”, with pollution emissions reducing “dramatically” following the expansion of the zone up to the city’s North and South Circular roads in October 2021, accounting for a 21pc decrease in harmful nitrogen dioxide levels.

It went on to conclude that “The future London-wide Ulez expansion will bring the benefits of the Ulez to a further 5 million Londoners”.

Dr Fuller was brought in on an independent basis, according to the report, to provide “support and comments” about the methodology used in the study, which was partly drawn from his own work in 2016 measuring pollution emitted by traffic, according to the document’s citations.

Imperial’s Environmental Research Group is headed up by Professor Frank Kelly, the scientist who was criticised in emails by Shirley Rodrigues, the London Mayor’s deputy for environment and energy, for another study which downplayed the impact of Ulez on London’s pollution.

Prof Kelly agreed to issue a statement – partly written by Ms Rodrigues – saying Ulez had helped to “dramatically reduce air pollution”.

The Environmental Research Group receives funds from a number of public sector organisations.

A City Hall source on Tuesday pointed out that there was no requirement for clean air zone evaluation reports to be peer reviewed and that the move to do so was out of choice. They also highlighted that the 2016 article co-authored by Dr Fuller was published in an academic peer-reviewed scientific journal.

Dr Fuller is an expert in the field of air pollution and led the establishment of the London Air Quality Network, an air quality monitoring unit, and also advises the Government through the Department for Environment Food and Rural Affairs, as well as holding a number of other positions.

He describes himself as “passionate” about communicating air pollution science to policymakers and the general public.

Writing in his Guardian column, Dr Fuller has refuted claims that charging fees on older, polluting vehicles can unfairly punish poorer people, saying that “poorer communities have most to gain” because they are affected by pollution more than the rich.

A spokesman for Sadiq Khan said: “Dr Gary Fuller is a world leading academic looking at air pollution who also serves as an expert adviser to the Government. Any suggestion that Dr Fuller is anything but an independent expert in his field is nonsense. It is right and proper that City Hall works with the leading academics looking at how air pollution damages our health – just as the Government does.”

Imperial and Dr Fuller were approached for comment.

Sadiq Khan, the Labour Party mayor of London, has recently made some ridiculous claims about the effectiveness of the "Ultra-Low-Emission Zone" (ULEZ) scheme he is extending across Greater London. London's ULEZ is not his idea and is not something he is promoting in the public interest.

With regard to Imperial College London being useful in enabling the horrific Slaughtered on Suspicion of millions of sheep and cattle during the UK government declared, alleged 2001 foot-and-mouth disease epidemic, the excellent but deeply disturbing film focuses on one area in north-west England but the horrific slaughter of beautiful, primarily healthy animals occurred across the UK, including where I live in Wales.

Given the foregoing, it’s obviously relevant & represents an intolerable conflict of interests that Khan is doing anything to make private car/van transport tough to use. 

Why do I say that? He’s a very senior & important member of a UN-initiated, GLOBAL group called the C40 Cities program, and their goals, in a nutshell, are identical to a subset of The Great Reset & the UN2030 sustainable development goals. These are intended to PERMANENTLY DEPRIVE us of personal transportation and thereby trap us in so-called “15 minute zones”.
